The ICRC works mainly in situations of armed conflict or tension and has specific personnel management needs that arise from the nature of its activities.
The challenge it faces is to ensure that it has enough managers and other professional staff available for field assignments. After several years of activity, staff members may no longer have the same needs and motivations. Owing to changes in their personal lives, it becomes more difficult to post them in conflict zones.
